Yes :  you can add a a rule to any add scenario (in order to do it create a scenario file named include.add.header.
Add the following rule in that file
equal([list->status],'pending')  smtp,md5,smime -> reject

nobody will be able to add subscriber until the list status value differ from 'pending'
