I guess that you problem was not directly due to the modules version but you might have updated Perl and therefore needed to reinstall all CPAN packages. But it is just a guess...

Your suggestioon to update to the latest version of FCGI and CGI perl modules
fixed the upload problem.
FYI:
FCGI was at the latest already (0.67)
CGI was at 3.22, updated to 3.23
