The previous behavior was not the expected behavior ; rules order have been fixed, see

If you want to get back the previous behavior, just write a custom send.privatekeyandeditorkeyonly that would look like this :
is_subscriber([listname],[sender]) smtp,md5,smime	   -> editorkey
is_editor([listname],[sender])     smtp            -> editorkey
is_editor([listname],[sender])	   md5,smime       -> do_it
true()				   smtp,md5,smime  -> reject(reason='send_subscriber')

The title of a scenario describes what it does ; if you want to learn more, have a look at the scenario rules.
- Can I use "privateandeditorkeyonly" even it doesn't appear in send parameter menu? (by editing config file ....)
As I wrote above, you need to write your own ; we can't provide all the possible scenarios but hopefully the scenario syntax are powerfull.
