The mailing list for listmasters using Sympa

Hello list,

when i try to startup sympa.pl i get the following messages:

> Failed to create aliases file /opt/sympa5/etc

what is causing this, and why does sympa tries to create a alias file?
I have already a alias file from version 4.1.2. 

and

I have the locales on my system, so i thing there is just a missing parameter,
but i dont know where to set.

In the result sympa comes not up.
