Serge,

Thanks for the recommendation -- I can load that URL, but get an
authorization error saying I am "not allowed to perform this action." I
suspect the problem is in my authorization scenarios somehow, but I'm
stumped as to what settings could prevent the site-wide listmaster from
creating lists.

The only other potentially "odd" features of my install are that the
WWSympa web interface is being loaded as the top-level handler for a
vhost, and that I don't have any "virtual robots."

Any other suggestions?
