As far as we know, Sympa has not yet been translated to arabic.
If you want to work on it, you should read this document first : http://www.sympa.org/howtotranslate.html
We're not aware of the 'dir' html attribute but since the web pages now use a CSS, it shouls not be that hard to customize it to your needs...
