In version 5 of Sympa, you can have a separate sympa.pl process for distributing messages (http://www.sympa.org/doc/html/node7.html#SECTION00741000000000000000). You could stop this second process in the night and restart it for business hours...
An argument, that we forgot to document, can be passed to sympa.pl :
--service = process_command|process_message : process dedicated to messages distribution or to commands (default both)
