The mailing list for listmasters using Sympa

At first: I'm a beginner in using Sympa.
So sorry for the simple question:


Is there a list (if yes, what's the name)
with the following 2 conditions?

1)
Interesting people can subscribe/unsubscribe an can only read the messages

2)
Only one member of this list is able to write the messages
Are there any tricks?
