The mailing list for listmasters using Sympa

Good Afternon all, at the request of a client I have attempted to
install sympa on his server. I have followed all the directions, and
have gotten all of the configuration setup. My only problem is now when
I attempt to run appache and connect to the wwsympa.fcgi I continually
get the following error in apache.

Unfortuanly there seems to be no information as to WHY it can't setuid..
The file is owned by sympa.sympa.. And is set to setuid.. I have even
gone and setup suexec for this virtualhost in an attempt to bypass the
setuid.. 

My configuration is RedHat7.3, Apache 1.3.26, PHP 4.2.3, FastCGI 2.2.12.

If anyone could please shed some light on the situation it would be
greatly appreciated.
