No, that's difficult into Sympa because the scenario "send" can't be
evaluated unless all the component of this event are availible and
it depend on the message itself. For exemple, french speacking
messages are rejected into this list and this is evaluated when the message is received.
May be we could add a new scenario to evaluate if some one can submit
a message ?
