This means that you do not use the Sendmail Restricted Shell (smrsh).
You need to put a link to the executable into your smrsh directory and
adjust the alias. On Red Hat systems this usually works:

In /etc/smrsh/ do "ln -s /home/sympa/bin/bouncequeue" and put
"| /etc/smrsh/bouncequeue grafstat" into your aliases file.
