How I solved the problem.

When non-logged on users come on , I edited menu.us.tpl and
list_menu.us.tpl, putting in
[IF is_subscriber] to turn off all the buttons ( such as login ) that I
do not want those who browse the archives to see.

To allow logins, those who want to administer are sent to the page,
through another html page with the link,
http://foo.xxxxxxxx.com/wws/admin/vc_sml_ent_news. They must be an
administrator to access the original html page.

The page appears with a login screen on it, so the lack of a login
button is not a problem. When they do log in, all the buttons appear.

I want to customize the sympa look and feel for views of the archive
page only, but not for list moderators and owners. To be more
specific, I do not want those who view the archive, without being logged
in, to see a login button. At the same time, I want those who come to
the main page of the list to be see the button and be able to log in.

I note that there are various template variables, such as is_listmaster,
is_editor, is_user, which can be used to customize the templates. Is
there any template variable, such as "is_viewing_archives", which I can
use to detect whether the user is on the archive page .

As an alternative, how can I use mhonarc directly?
