Try in the Webinterface the function Sympa Admin / Pending List Requests. Any errormessages in sympa.log?

I am set up as a listmaster on /etc/sympa.conf

When I create a new list, It has the status of pending.  When I go back
to edit its configuration through the Web interface, the page does not
let me change the list's status from pending.

I have to go to the config file and edit it directly to activate the
list

How do I do this from the Web interface?

I am using version 3.2.1
