Non, the scenario create_list.listmaster does not limit list creation to 
listmaster. It contains :
true()                    md5,smime -> listmaster,notify
So this scenario allows all authenticated user submitting a list creation.

The scenario must be :
is_listmaster([sender])               md5,smime -> listmaster,notify
