I'm going to take a wild guess that this has
something to do with the setup mentioned in the
Sympa FAQ, specifically this answer:
http://listes.cru.fr/sympa/fom-serve/cache/84.html

If Apache is running as apache.apache, it still
can't write to files owned by sympa (even though
it can read them just fine, so it may give the
appearance of working at first).

The FAQ above instructs you on setting up a
virtual host with suexec, so that Apache will run
as sympa.sympa when working with your Sympa
mailing list.

I know that Mandrake comes with Apache setup to
use suexec by default, not sure about Red Hat 7.0
(the CD is sitting in front of me, waiting to be
installed).
