The mailing list for listmasters using Sympa

I installed Sympa 2.7.2 yesterday and it works great by I just cannot understand why anybody can create its list.

I must have misread something in the doc but I don't really understand where this is configured. Is it the ~sympa/etc/create_list.conf or on of the ~sympa/etc/scenari/create_liste.* or the same in ~sympa/bin/etc or else ?

In /etc/sympa.conf it is said "etc /home/sympa/etc"

And in Conf.pm I have

my %Default_Conf =
('home' => '/home/sympa/expl',
##some lines
'create_list' => 'listmaster',

##some other lines

Do you have any idea?
