Hello,

What do you think about dropping the version of MHonArc::UTF8 in
cpanfile?

cpanm --installdeps fails because it can't find its version, but it
doesn't fail if we don't specify that it has to be over 2.6.18. Soji
said me:

> MHonArc is so yesterday that its modules do not define $VERSION
> variables.  So cpanmetadb gives their versions as 'undef'.

The last version of MHonArc::UTF8 is 4 years old (Apr 22, 2014) while
the 2.6.18 version is 7 years old. So I think we can assume that
everybody using cpanm to install Sympa dependencies either will use
the latest version or already have, at least, the 2.6.18 version.

The thing is that the use of cpanfile in Travis make the CI fails for
that stupid reason.

What do you think?
