I have upgraded a fresh version of sympa 6.2.22.
With "fresh", I mean nothing defined except the listmaster, the domain, the 
default values for sympa.conf and one list created.

With sympa 6.2.22, I can modify the welcome message

With sympa 6.2.24, the welcome message is no more "available"

If I switch from one version to the other, the possibility to modify the 
welcome message appears (6.2.22) or disappears (6.2.24)
