Hi developers,

Here is draft new documentation site at minimum:

  * Note that docuemntation site would/should not be published under
    these URLs in the end.  URLs above are sites for development of
    documentation.


We may have to decide something about documentation:

- License.

  The legal notice on current RENATER site is slightly rough:
    https://www.renater.fr/mentions-legales

  We would be better to publish our documentation under more
  accurate license for open content.

  I suggest CC BY-SA:
    https://creativecommons.org/licenses/

  If no objection, let's start with CC BY-SA 4.0 International.

- Announcement.

  The site may be announced as development site of documentation
  so that it can be reviewed, corrected and expanded.

  Announcement would be better to be done with release of next
  beta of Sympa in this month.

- Planning the new documentation site.  [nonessential at this time]

  Eventually developed documentation will be published on the
  new site.

  I suppose it may be based on git repository, using portable
  Markdown format and giving Wiki-like experiences.
