Concerning icons-dir :
   * the '--with-iconsdir' configure option alllows to set the 
directory (on the file system) where icons are stored
WHEREAS
   * the 'icons_url' wwsympa.conf parameter defines the URL of the 
icons directory

We can't deduce one from the other....but I might have misunderstood 
your comment...
