This problem has been identified in may 2000 as told in the release_notes :

  2.7a 22 mai 2000

    Bug fixes

     Bug detected in Mail::Header caused Sympa to "sleep".
     You should update to Mail::Header 1.18, when it is
     available

Sympa 2.6.1 has been released in april 2000 ; many other bugs have been fixed 
since
this version. We STRONGLY recommend an upgrade (or at least a look at the 
release_notes).
