Is it possible to add a check for this case when sending a message to a
digested list?

1) I send to a list that has digesting turned on
2) ALL Subscribers are set to digest mode
3) SYMPA sends the message to BAD, because there are no "subscribers" to
send to.
4) Message is never written to digest file

I believe SYMPA should check for this case so that it will (obviously) not
send it out at reception time, but still write it to the digest file. My
current work-around to this is to have at least ONE non-digested
subscriber in the subscribers file.

P.S. Yes, this was my hack around the SQL not being able to send to
digest... I just perl-ized the list to create a static subscribers file
right before digest time where everyone is explicitly listed in digest
mode. :)
