Hi. 
here is newlist.pl, with list.pm.
It's a simple script perl to create newlists.

bugs : 
 + can't add more than one editor/owner
 + you have to know which options you want.
 + you have to change global vars in newlist.pl

features :
 + writes aliases
 + defaults values following what you say. 

changes :
 + oo implementation

I keep the todo file for me. (to not annoying you)
